You can clearly see for yourself that women of Christian Byzantium which was adjacent to much of M.E also fully covered up their hair.That was well before Islam came into being.
According to your own source, that was part of a fashion for a time, in Byzantium, less in Rome. It was not an OBLIGATION, much less a religious one. If you look at the illustrations, you can also clearly see that the head dress does not generally cover all the hair, so it would meet Islamic requirements.
The first time Muslims killed was when a Jewish shopkeeper was beaten to death with a camel's jawbone, because he laughed at the way Muslim women dressed.
If it was a common way to dress then, he would not have laughed, because it would not have been funny, and he might have lived to old age.
